Looks like a black Dutchie to me. GSD seems to be the "go to" when someone knows its a shepherd but dosnt know about the other shepherd breeds. Belgian Shepherds are all black too but huge.

I think it looks GSD. If it's dual registered, chances are there's some working lines in there, depending on what the registries are and that would bring the shape closer to a DS or mal. Belgian Shepherds (Groendaels) are smaller than GSDs and most DS's but they're super fluffy.
