Just out of curiousity, how did your vet come to that conclusion exactly?

From a quick google search, it seems this is more common than you think, and with a wide range of symptoms. It is possible to get an exemption from rabies vaccinations. Ask your vet about that.

You may be able to get an exemption, but also may have to provide titer testing results if you want to get a license, depending on your state/local law.

Welcome to the forum!
I don't think that reactivity to vaccines is uncommon at all. Most vets either write a litter to appease the local municipality or give a Dexamethazone/Benedryl combo to prevent reactions.
