Help!

Hello! We live in NZ and have a 4 month old Dutch Shepherd / Belgium Shepherd cross. Appearance wise there is no sign of the Belgium Shepherd in her and she is growing tall very quickly and already at 17kgs. We have had two bitches (Rotti and part Rotti) before. Rottis are very strong willed but this little girl is proving a real challenge for us. Layla is loving and loves company and as my husband works mainly from home, the most she is on her own in a day is about 3 hours. She is getting a 30-40min walk a day at present. As she is only a puppy and we heard you shouldnt walk them too much at a young age - is this enough? As a fully grown adult how much excercise will she need?
We are having a few problems:
1. Toilet training. We take her outside often. She will go outside to toilet and then come inside, squat and pee again right in front of us!
2. She is very erratic in her behaviour. Yesterday I walked her for 40 minutes. Firstly she started off pulling desperately on the lead. After about 10 minutes she calmed down and walked beautifully at my heel for 15 mins, then flicked back to being really desperate to pull away from me and the rest of the walk was a nightmare.
3. Also erratic is other behaviours for eg in our car. Some days she will happily get in and sit in the back without a squeak. Other days she will squeal that horrendous high-pitched squeal and quiver and quake all the way there and all the way back!
4. She barks in the night at noises and then takes ages to settle down, seeming to almost sob to herself.
5. She is quite happy outside chewing on a bone during the day and our vet says once she is speyed she will settle down - what do you think?
Any advice will be very much appreciated. Also can anyone recommend a good book on training this breed? MANY thanks ! Jean and Wayne from Waiheke Island, NZ.
