DS puppy on Animal Cops

I was watching Animal Cops Houston and they had a puppy that was being abused on leash. Poor thing was being " hung" and "helicoptered". Luckily it was all witnessed by a lady willing to intervene and saved the puppy. Then the owner was caught on tape and arrested. The ASPCA workers described the puppy as a mix but she is obviously a Dutch Shepherd.
